The Hong Kong Housing Authority and Hong Kong Housing Department ran high traffic sites for the Hong Kong government. The sites could not cope with rising customer expectations in functionality or design, or cater to future expansion. A new single web site was needed to keep up with the rapid growth in the popularity of the internet and the contemporaneous trend towards e-government.
Ion Global's User Experience and Technology teams provided competitive benchmarking, conducted focus groups, and provided information architecture consulting to both bodies.
Ion Global then developed a site structure based on the intended audience and performed a content gap analysis comparing user goals and tasks with existing content. This fed into the design and development process, involving the Vignette content management system and Kan Han translation system.
Ion Global continued to provide ongoing design and development services until July 2005.

The final web site numbered some 7,500 pages in each language (English, Traditional Chinese and Simplified Chinese).
The site was the most professional Hong Kong government web site of the day. It was awarded a "Standard of Excellence" in the 2003 Web Marketing Association Awards.
